This report is, in a way, a sequel to the 17 January 2019 commentary by Mr. A. J. Goulding posted in the Council's website under "Dammed If You Do: How Sunk Costs Are Dragging Canadian Electricity Ratepayers Underwater". The Goulding commentary focused on the role that sunk costs are playing in the problems being encountered by five contemporary energy megaprojects in Canada. Mr. Goulding identifies Keeyask and Muskrat Falls as equally culpable from the perspective of using sunk costs as a reason to gain project approval.
